Graphic Cards Zotac 770 - Fan acting wierd

One of the fans of my Zotac 770 spins, stops, spins... Would this be a hardware defect? I have been playing Witcher 2 for the past few days and have not noticed any problems. Thought of Overclocking it today and found this problem. I bought this card used from TE. Attached are CPU-Z screenshots. Please help.

Also, i notice in reviews that the core clock is 1046Mhz but mine is showing 1059Mhz. Will this cause a problem if i have to RMA?
 
Nope thats fine.
Try gpuz while gaming. I'm sure your fan will be spinning constantly.
If ever the fan would have stopped unnecessarily your gpu temps would have crossed 100c and you might have gotten BSODS or abnormal system hangs or garbage graphics on screen.
 
There are 2 fans in this card. One is constantly spinning while the other isn't.

Even while playing games, this problem persists.
