Have you tried the Tor browser ? I use it for most of the sites that some people feel will requires to be blocled by the ISP

Tor is painfully slow, I usually use it as a last resort when even Warp fails

I don't know if it works but download Opera browser as it has inbuilt VPN and turn on VPN from settings and try to open the website.
I was using this and it was working till couple of days ago.
Now it's not working anymore. And that's why I'm looking for better option.

Well, not sure what the options for windows 7 are apart from Tor. Try it out I guess, and if it's too slow fod you maybe try out proton VPN to access websites? The free version is pretty slow from what I remember tho, worth paying extra for imo.

Or just switch to windows 10 and try your best to debloat it (assuming you don't have some software which doesn't run on win7)

Nope don't wanna spend money.
I gonna use just a couple of popular tor site for may be 10 min.

Tor is slow, yes. But you only need to use it to get magnet links or .torrent files.
