Bsnl: Check usage option not working>

Guys from last 20days i m not able to check my usage. I changed my plan from Home 500 to BB900ULF last month .

The link is not working ( http://10.240.43.216/webLogin.jsp ) is working no more , does anybody faces d same problem? Also after 10GB usage i m still getting arnd 6mbps speed on torrents , it was supposed to be 250kbps after 8 gb .I haven't got a clue to continue downloading or stop it .
 
please contact your local BSNL . they might give another site url

[called selfcare portal] and a new user ID & password to log in..
