It will have, till the time you keep it free just like this website, which would mean, taking huge costs on yourself
 
Lets see.If I was going to use such a service,I'd order in bulk say 25gigs,so thats 5 DVDs.

5*15(Cost of Doovde)+50bucks flat for shipping=125

Cost per Gb=Rs.5 assuming he's non-profit :p

Even at at a for profit sevice which covers his disks costs and time(important that bandwidth costs for him is negligible) at Rs.125 per shipment the cost comes to Rs10/Gb.Not bad considering the fact that the standard overuse charges of any ISP is at least 50p/Mb ie. Rs500/Gb.
