Is Vodafone launching wireline services?

Hey fellas,
Day before yesterday some digging up was being done in front of my house. On querying I found out that it was for Vodafone and they were laying underground optical fibers. Does this suggest that Vodafone is foraying into the wireline market? Also seeing the optical fibers so close to my house, the optimistic in me cannot help but wonder whether this is the beginning of FTH connections commercially.
Am i reading too much out of nothing? A quick googling did not point me to any news relating to the same either.:S
For the records I stay in a complete residential area - salt lake, kolkata.

Its for mobile services itself!

Even the mobile operators have optic fibre for the tower to tower connectivity. You can find Vodafone, Airtel and Reliance's optic fibre in some of the unbelievably REMOTEST places in the country :)

And all these are used to provide mobile phone connectivity.
