While I don’t agree with all the choices, it is a very useful tool / website when looking for new free, safe, open-source and well-working software. The site has a comprehensive list of categories to cover most of the software requirement for windows.

Add Kompozer(http://kompozer.net) to the list. It is an alternative to Dreamweaver.

It is a WYSIWYG editor for creating web pages.
