what does this statement mean ?

4 x 1.5V DDR3 DIMM sockets supporting up to 16 GB of system memory

Does it mean each slot supports up to 16GB RAM ? (4x16GB = 64GB RAM)

or

Motherboard as a whole can accommodate only 16GB RAM ? (4x4GB = 16GB RAM)
