Monitors Recommend a budget portrait mode monitor

I'm thinking of buying a second monitor for my setup and will use it in portrait mode. It should work in portrait mode out of the box. My requirements are:

Size: 20-24 inches

Full HD - 1920 x 1080

HDMI and DVI ports

VESA compatible

Colour: preferably black.

Price: 10k

Preferred brands: Dell, Samsung

I have the hardware requirements to run the second monitor and will use it to primarily read ebooks, magazines, surf etc. But that doesn't mean it should have crappy video quality.

My existing monitor is a Dell S2409W .

I live in Delhi so if someone can provide NP prices that would be great.

you can place normal LCD monitor in portrait mode and tell driver to rotate screen as per your requirement.

Press Ctrl+Alt+Left /Right Arrow keys simultaneously and you will get what I meant, if I am not mistaken.
