IMHO the only ways these might happen are:

1) Expired vouchers

2) Stolen ones..

3) Taken Sodexo for saving tax but realised unable to use it up. So get something rather than losing the entire amount!

Let me add the third:

3) Taken Sodexo for saving tax but realised unable to use it up. So get something rather than losing the entire amount!

Even if those coupons are not used and they are about to expire you can always encash them at -5% from the guy who comes to distribute the Sodexo passes in your organisation.
Also they give you a tax benefit of only 10% So I dont think anyone would like to give it at a much cheaper price or "Discount" as you call it...
