PC Peripherals Suggest a PC for 40k

Hi all,
I am going to buy a desktop after selling my Studio 1555. The budget for the PC is 40K and i would like to get suggestions for building a rig that would be mostly used for graphics and designing, gaming and movies. I don't want to extend my budget anymore and i would like to fit in all the components including a good UPS within 40k :).
I am looking for a AMD based rig since it would provide a good option for upgrade compared to INTEL. I have also planned to get a DELL 2209WA monitor for this rig. I would welcome suggestions for the monitor too but it should be useful for the above said tasks.

How about an INTEL alternative in the same region with an upgrade option in the future. And also any info on the HD4770 and any nVidia card options. And on the monitor i would be going with DELL 2209WA but would like to know how the SAMSUNG P2350 would fare against the 2209WA ?
 
As of now intel options with future upgradability in this range is sad as intel is gonna stop the LGA-775 socket... They are gonna release the core i-5's and the LGA-1156 sockets this september. If you cant wait that long then go for the the Phenom II 550... Also do consider the Corsair VX450 as it will help your future upgrades of your GPU and comes within your budget... The current market price of the lavender series 23" is ~12.7k

Sorry i really can't wait that long without a rig since i have sold my lappy too :) considering that the upgrade option in INTEL is a bit trouble i will go with an AMD based one. I would like to know which among this is best the DELL 2209WA or the SAMSUNG P3250 and apart from that are there any 17" or 19" IPS monitors available. If so where can i get those ?

EDIT: For now i am considering to leave the GPU which i would be buying by next month or so. So i would planned to get a 790FX mobo along with a 720 BE proc. Will that be fine considering the upgrade option and will there be any performance difference between 790GX and 790FX chipset.
 
I thought of going for a TA790GX A3+ mobo since i could upgrade to DDR3 in future. But will the board support OCZ platinum DDR3 1600 ram modules since the BIOSTAR site has mentioned it as 1600(O.C)
