Canada Immigration - Canadian PR without study ?

My brother works in hotel industry. While he was in college, he had an opportunity to go to USA for 6 months for some sort of learn and earn thing where he worked in Hyatt hotel for first hand experience of working in a hotel. All this though an immigration agency.
Now he is trying to see if he can get a Canada PR and the same agency is offering something which gives Canadian PR in 8 months and he will have to give some English exam IELTS or something.
There is no study involved. We will have to pay 2 lakh rupees too.
Now I am not sure if this is possible as one getting a PR sitting in India before even reaching Canada.
Anyone has any idea about Canada PR and how to get it ? Any information will be appreciated.
 
I dont know much either. But my friend got the PR processing done for Canada sitting here in India, through an agency. If i see him online again, will ask. Kinda been too long since i called him for anything.
Online is the less awkward way to ask stuff. :(

Yeah same has been told to my brother. A job plus PR sitting here.
 
No No. His friend was always in Quebec or something. or was it somewhere else. It was a english speaking province.

Ok. so his friend already arranged a job there. And that was helpful for him to get the PR. Thats how he told me. But let me get back to u on that if can. So dont take what i just said now.
 
I am processing my PR for Australia. I did it all by myself without any consultants/immigration agency. I would like to say that its possible. i.e., getting a PR while sitting here in India.

My advice:
a) read all the FAQs on the immigration site of that country. *Most important*
b) check your points score by using points calculator on the site.
c) check if your occupation is listed in the occupations list of that country.
d) do NOT go through a consultant. its just a waste of money. because for countries like Canada, the process is completely online and your consultant cant do jackshit about anything except telling you whats there in the FAQ and then charging money for doing such stuff. The Australian immigration site advices you not to go for a consultant unless they are listed in the registered consultants list of Australia due to the loss to the applicant because of the consultant fraud.

My example:
a) read all the faqs on www.immi.gov.au for visas. actually it took me about few weeks to completely understand the available visas and my eligibility and which visa type to choose. I read the faqs like atleast 10 times. After reading the faqs I found that
i) The suitable visas for me were Skilled Independent, Skilled employer nominated, Skilled Regional Sponsored.
ii) I needed 60 points to get a visa, 30 (age) + 0(ielts 6) + 15 (bachelors degree-bca) + 15 (8+ years of exp in your field) = 60
iii) my job description was listed in SOL(Skilled Occupations List where there is shortage in the country) of immi site as Analyst Programmer. for this I sent the Xerox copies of all my education and experience to Australian Computer Society to get certified by them. (this process is again explained in FAQs) Took 45 days for them to send me a certificate certifying me that I was ok.
iv) took IELTS and got a score of 8.5 listening+8 Reading+ 6.5 Writing+ 7 Speaking. average was 7.5 but since they consider the lowest score as 6.5 I did not get any points for my ielts score. if I would've got all 7 in all sections I would've got 10 points and 20 points for 8 in all sections.
v) submitted an online Expression of Interest (EOI) and got an invitation to apply for visa. (Also explained in the FAQs)
b) There is a points calculator for every country. Just start checking it. you may not have enough points for the first time. but after you start reading the faqs and comparing it against your strengths you might tweak it. e.g., at first time I did not have enough points, so I decided to write IELTS again to get 10 extra points. but now its not required. :)
c) Check if they give visas in your field. (I checked Canada's site and UK's site and they were not allowing programmers at that time, only Australia was allowing). I am referring to SOL here. UK's SOL was allowing only 3D graphics programmers and graphics designers last year. Canada wasn't allowing any type of programmers.
d) y-axis was asking some 50k for processing this stuff, apart from the fees, i.e., 300AUD for ACS + 10k for IELTS+ 3060AUD for visa+ 50k for processing. So I decided that 50 for processing is gay and decided to do it on my own. trick is to Reading the FAQs and asking google.

Btw what about the job there ? In my brother's case, he cannot just get a PR without having any sort of job (in Canada) right ?

^ well, you have to see the occupations list of Canada to see if hotel chef(or your brother's profession) is listed in Canada's occupation list. if its there then check the points calculator.

So, if your brother's job is in the list and if he can make enough points claim, he can apply for a PR. After getting the PR, he needs to find job by naurki site of Canada.

In my case, after getting visa, I will update my resume at www.seek.com.au and wait for a job offer. after I get one, I will move there. (well, that's the plan and the safest bet.)
The other option is to move to Australia and search a job there. but in that case I will need financial aid from family/friends/personal funds till I get a job there (I am not opting for this option, but I think usually many people do this.)

Btw the canadian website lists the basic eligibility for [h=1]Skilled workers and professionals[/h] as

For your application to be eligible for processing, you must:


  • have a valid offer of arranged employment, OR
  • be an international student enrolled in a PhD program in Canada (or graduated from a Canadian PhD program within the past 12 months) and meet certain criteria.

Not sure if i am interpreting it correctly but it seems that one needs to have a Job before applying for immigration.

This temporary pause does not apply to those with a qualifying job offer or applying under the PhD stream. I think your brother wont be able to get a Canadian PR without some prior experience.

In this case, the offer of employment is valid if your prospective employer:

  • has made an offer to hire you on an indeterminate basis if you are accepted as a FSW; and
  • has obtained a positive Arranged Employment Opinion from HRSDC.
and you

  • meet all required Canadian licensing or regulatory standards associated with the job.

^^Well what you are saying is correct but as another option, we can take help from the consultancy to get the job right ? I mean that is an option right ?
I know the agency is not fraud or anything since it has been running for a lot of time and they do send people abroad.

Btw what is HRSDC ??
 
Hiring Skilled Workers and Supporting their Permanent Immigration

An arranged employment opinion (AEO) is based on these factors :

  • The job offer is permanent;
  • The job offer is genuine;
  • The wages and working conditions offered for the job are comparable to those offered to Canadians working in the occupation;
  • The employment is full-time, not seasonal.
Learn more about the HRSDC AEO assessment criteria and what is expected from employers, noting that this process does not apply in the province of Quebec.
HRSDC reviews the application and if appropriate, provides you with an AEO letter of confirmation supporting the job. Please be aware that a positive HRSDC AEO letter only supports the Skilled Worker's application for permanent residency, but does not allow for the person to work in Canada. There is another process if you plan to employ the person and, at the same time, support their permanent immigration to Canada.
You send a copy of the AEO letter to the Skilled Worker.
Tell the person to apply to the appropriate visa office for a Skilled Worker permanent resident visa.
Tell the Skilled Worker to include your written permanent job offer and the AEO letter of confirmation with the permanent resident application, along with other documentation required by CIC. The application is point-rated and these documents improve the Foreign Worker's score and the opportunity to receive a permanent resident visa.
Next, CIC reviews the Skilled Worker permanent residency application and decides whether to:
Grant points under the "Arranged Employment" and review all other Skilled Worker criteria;
Give the Skilled Worker a permanent resident visa.

So in your brother's case the consultancy should help him with a job offer along with AEO letter from HRSDC. also, your brother needs to fulfill experience criteria. most of the time internship is not considered as experience.

Canada and UK are almost same w.r.t skilled employees if I remember correctly. i.e., a) job in the list and b) offer validated by some govt dept.
For Australia, you will need your skills to be validated not the job offer. which works in favor of the applicant.

Also my brother is already working in a hotel so yes job experience is there. Total duration i will need to ask.

after getting PR is there a rule that you need to visit country atleat once within first 11 months otherwise it expires? this is what i was told by a consultancy. also very neat explanation there!

^It depends on the type of PR and the country. Each type of PR for each country has different rules. For my type, I havn't got that far to read about it :p
