ebay seller no longer registered - what to do?

Bought an item from ebay at 6th March.
Not the seller no more a register member of ebay and did not ship my item.
When I trying to click 'resolve problem' it telling I have to wait 7 days but I thinks 7 days gone.
Now,how to can I get refund ?
Do I have to wait more ?
Is it automatic process or I have to inform ebay ?
Please guide me.
 
You just have to wait seven days, that's right, then that resolve problem will work again. Make sure if seven days have really passed. I asked for a refund from a seller last year, don't remember much, but I saw that same message when I clicked on the 'resolve a problem' option, I just waited, and there it was working again. But if you are sure one week have passed, then just call their CC, and record whatever they say. No offence but I don't believe anybody :|

Already more that 7 days past and I already sent mail to ebay but no reply or any sign of refund. :(
Will I get the money ?

Yes theres a certain time period by which seller needs to ship ..if not money is refunded automatically.

That time period is usually 5 days unless a request has been sent by the seller to increase the time limit.
Please call eBay and give them an earful to expedite your refund.
