How to create a live streaming website ?

Me and my friend is into website business since past some months.

Currently we got an order from a school to create a website wherein the live events or the whole classroom will be streamed live from cctv on the website but only to the authorized users which will be the parents of those students.
In short the parents will be able to see the activities of the school, teachers, classroom and kids.

Real-time secure stream IP surveillance system is what its called.

For a clear idea VISIT THIS

So creating a website and authorization wont be an issue but how to implements this live streaming stuff on website?

I think the schools server need to play some role here and a link needs to be generated or something to link it to the website.

^why do you think it's not okay? It's same thing, just how you deploy, how you handle multiple cameras and streams matter in your case
 
You'l need some decent programming , web development and Server admin skills. You will need a setup that will stream the mp4 stream to a server. That server will then broadcast it. There is tonnes of research to be done here. I've researched if for months for a different project. Depending on your choices html5 video would be the best for portable devices too. Try to avoid flash.

Apart from CPE which could be just a simple webcamera or a multi camera mixer system. You will need very high bandwidth servers. Best go for dedicated servers with 100tb bandwidth. Some thing like this http://www.100tb.com
