By the way, if you are selling a CPU then I would recommend you post a profile (sideview) shot of the CPU. We can then discern the condition of the pins.

I can get the cooler if it's a major problem, I just installed that cooler in my cousin's r3 3100 system
Can get it back if it's problematic

Got lucky, it was being sold at this price on Amazon during lockdown for a few days

many have exploited this trick and if you want - ask the people who are selling this on FB/other marketplaces.

In general practice - Intel/AMD doesn't test the CPU and if all other details are valid - they accept the RMA and provide replacement.
 
Sure the replacement is not the one someone else had given for rma..APC does this..I once got a ups with a roughed up plastic shell..
 
around 2 month ago, i have RMA'd my 2700x, in their mail they requested for cooler. so i have submited ryzen 2700x with cooler.
- after 2 day they informed me (via mail) that they will replace it
- after 10 day i have recievied brand new seal pack processor (2700x)

no questions asked, right? they just accepted the RMA as you had invoice and processor is within warranty.
