Have you tried physically disconnecting the VGA cable and reconnecting it, when the PC is on?

Try booting into linux live usb. If you get same issue, then we can probably rule out software issue.

Maybe can also look at event viewer in windows for possible errors ( but i m no expert on this - google if you see display related error )
Also can look at device manager and see status of display device.

Have you tried different VGA cable? I once had a similar issue where the cable won't do higher resolution probably due to its cheap quality.

BIOS screen showing high resolution than windows. Tried Google no solution yet. I may be have to install new Windows OS again.

Very old method but worth a try, use Hiren boot to make bootable windows pendrive to see if it works as intended, you will boot from pendrive so nothing will change on your PC

OR

try to install other windows like W11 or W7 (W11 is recommended)

I think I will have to install Fresh OS again.
Windows 7 not supported by the hardware.

Sorry I was busy.
But looks like I'm in deep trouble.
So I changed VGA cable. Same low resolution.
Then I installed new OS on different SSD. Failed.
I checked LCD settings at BIOS Screen.
Monitor showing low resolution screen.
I reset display settings from monitor menu.
Still nothing changed.
I couldn't understand what's the issue of low resolution now.
Is it old monitor failed.
Or is it CPU or motherboard issues ?
OS or Driver is no issue I guess now.
