I'm not an expert but i don't think it's a fighter jet. I know a jet is much bigger than a fire truck so i would expect the wreckage to be much larger. My money is on some kind drone. There's another image of some wreckage in a schoolyard near Pulwama. It looks a lot like an external fuel tank.

I don't know. For an extra 2-3k you can get a brand new one (zotac has a 2+3 year warranty iirc) You also avoid the risk of getting a dead or problematic gpu. I remember having to make multiple trips to the service centre for an RMA. To me it's not worth the potential hassle.
