If you have a 30-40k budget, buy a used Sony APSc mirrorless camera, at least a 2nd gen (2019+), preferably the ZV-E10. You can buy the Sigma 1.6 30/56/16 mm lens as and when you feel the need for a faster lens and as per your focal length needs.

I generally refer to Rtings for monitor/tv reviews. I did similar research last year and found BenQ EW3270U quite good barring HDR and brightness for this price point. Also stay away from ones with BGR subpixels for productivity use.
