There is a switch on these ASUS blower cards that switches between Normal (silent) and Aggressive (noisy) fan curves.

Most likely, you have it switched to the Aggressive mode, which is very noisy. In this state, it might seem like the card's fan is faulty or running at full speed all the time (BTW, it's actually not the fan's full speed. If you run it at full speed via MSI Afterburner, it will feel like you've got a private jet in your home :p).

If switched to Normal mode, the card might heat up due to being a blower card, but it will be silent.
