Monitors Monitor for light usage. PC upgrade dilemma

Hi,

I have a 21" samsung full hd monitors around 8-10 yrs old. Don't even remember how old it is. Recently it has started shaking up and down by 0.1cm every 3-4 seconds.(Checked with local repair shop, he said nothing can be done and I will have to scrap it).
Also my rig has become old its a i3 3440. I barely use my rig, its like used very rarely. once in 3-4 months or so. As only my office laptop gets used.
I am still thinking if I should upgrade to a new laptop or a new rig. As only when things cannot be done in my corporate laptop I have to switch to it. or if I have some personal work.

For now my monitor is definitely a blocker for me. And when I came here and on google to search around for feasibility of a new one. It was a very weird experience.
It seems like in India the Tech reviewers aren't really comparing the monitors a lot. And from what others are reviewing many of the models are not present in India and the pricing is also different.

From my personal experience, I have really liked the Mac Screens for their colors and sharpness when I work for iOS and mac related stuff. Anything compared to their visual quality?

My requirements are as follows :
1. Display should be bright and have good amount of nits, color accurate.
2. Response time. Doesn't really matter much I am not going to game on it. I was a hardcore CS 1.6 player and might play in future. Even If I game it will be once in a bluemoon.
3. Resolution anything above 1080p is fine.
4. Screen Size. it seems like the old monitor I had of 21 or 22" is now the same as current 24" without bezels. So, I am thinking of getting something like 27 or 32.
5. Budget - I haven't really thought of any range per say. But can't overspend on monitor. Definitely not going beyond 17k mark.
6. Panel - I love oleds but wont get in that budget. Second option I am thinking of is VA panel as they produce good colors compared to IPS.
7. Frequency - 75 or above.
8. Usage - Primary usage will be browsing, documentation work, Media consumption sometime, Coding and sometimes game.

While buying a TV I can goto reliance digital or croma and just check those products out. I am thinking to go visit them but not sure if they will have monitors in display.
Let me know your experiences and suggestions. For aesthetics if anything available in white color as well that will be preferred.

I have the Acer Nitro Xv272U and I really like and use the inbuilt speaker and the 4 port usb hub a lot. The speakers are not exceptional but the are good and atleast they are there for when TWS is not around. It has VESA mount as well if you want to use arm or attach a mini pc behind it. One thing I didnt like was its adapter fits only in a 15A wall plug not the nomal 5A.
