Ha, that's a silly price for a voltage converter. What would be really funny if there's just a resistor inside there.

But it is true, some buck converters only work if a load is applied, and won't show the correct voltage if there isn't a load connected.

Most 12v POE adapters are like this — you can't get a stable voltage reading if there's no load on the output, the meter will just show random numbers. When I first saw this, I thought it was defective.

Same with some kinds of energy monitoring smart plugs, something needs to be plugged in to get a voltage reading from the socket with a meter.

I will confirm the voltage after connecting to the GPON terminal.

Why not approach DIY and just use a linear regulator LM7809. Just a Rs.10 component easily available in parts shop. Add cost of a DC (5.5*2.1) female and a male pigtail, total under Rs.20.
A router would typically consume <500mA which comes to below 1.5W heat dissipassion. I guess no robust cooling is required either also no extra capacitors at the output as ther's already capacitor inside router. .
