Hi, for 70k I've made this on pcpricetracker. It's not the final draft, but we can work on it with your input.

Pros about this build is that you get a powerful CPU, a 4060 with 3yr warranty and ddr5 basic mobo with 6000mhz 16gb ram.

Isn't the CPU only 6 core and not 8. Also the GPU is weak
If you compare single core thread performance then 7600 beats even 12700kf. Real world performance in gaming you will realise that both of these chips are within 5% fps difference from each other

It's enough for streaming on twitch as well as playing unless you plan to employ game breaking techniques on your stream.

6 fast cores are better than 8 or 16 or 64 for gaming. R5 7600 will outperform R9 5950X in gaming easily, heck even 64 core 5995WX. I am pretty sure that R5 5600/i5 12400F will outperform 5995WX in gaming. Check multiple reviews, you don't have to believe me. R5 5600/i5 12400F are good for this price point.

If for a 80k rig you think 7700XT is weak, suggest a rig that is faster for gaming than R5 5600/i5 12400F + 7700XT at this price.

My point was more towards GPU actually, although fair enough for price point there is no upgrade path for this AM4 build

Do not compromise on the motherboard and PSU. Get GPU used. All those prices can be lower locally, also during the sale Ryzen 7600 was available for 16650/- on Amazon and Flipkart, only remember to open the box and check Chip if u buy from Flipkart and record while opening the seal if u buy from Amazon. I was scammed by a seller on flipkart by sending counterfit i5 3rd generation chip instead of 13th generation, luckily flipkart refunded me after a lot of follow-ups on customer care and social media.

I think we can cut down 2k more by removing the CPU cooler because 7600 comes with a cooler and by that increase a bit more on the PSU something like PM 750D Gold tier

Yes sir your are right about PSU, I think still a cooler is needed, as 7600 not only draws more power but also heats a lot. If one wants to cut down on cpu best is i5 13400f, which again was available at a steel price during sale.
