Seeing this on my pc screen
Spec : amd ryzen 5 5600G , asrock b550 Riptide board. Does not happen on bios screen, visible in black or dark background etc. happens randomlu

My guess is bad hdmi cable.

Will try to replace the cable and check it.

I am 99% sure that it is the cable. What is your resolution?

Yea looks like a cable issue. Had something similar sometime back. New HDMI cable fixed it.

Had same issue & i switched to displayport which fixed it. Tried another hdmi cable but it didn't work.

Try changing the cable and update your display driver and one more reset your monitor there will a option to reset all monitor to Default
