21-30k 12400 processor & Gigabyte B760M DS3H AX DDR4 mobo

Honestly, no point buying a new AM4 rig at that price point. For longevitiy, the B650 mobo you selected is good because of the 3rd M.2 slot & better VRM. I doubt gamers need more than 32GB RAM anytime soon, maybe another decade before we start hitting 32GB.

There is no major issue with Intel 12th Gen System.
I believe you can go with this instead of intel because new gen intel cpus are unstable and with ryzen you save some money for a better gpu instead of going am5 route. IMO the whole upgradable path selling point is bs to me because again I have to sell the old parts fro good price. Its better to buy the best value products and upgrade completely years after. For example the entry level am4 boards will not able to run the 5700x3d or 5900x today wtihtout thermal throttling. You pay a huge premium just for future proofing.

Your comparison of 5700x3d vs 12400 is not justified. Perhaps compare 5600 with 12400f for similar performance and then compare the price.
 
4K gaming is not CPU intensive, it is GPU intensive.

I use an i5 12400 with 7900GRE, sure there's some CPU bottleneck but not visible in most games unless I'm well above 100fps (doesn't matter the resolution), like in CoD BO6 I am stuck at 130fps vs 170fps+ possible with my GPU (but 130fps is still great). Then there are poorly optimised games where even around 60-70fps, something like a 9800X3D will give me a good bump up in avg & 1% low fps.
Going with 7600+B650M+32GBDDR5 @ 42k will be sufficient for another 5 years I think rather going with 5700X3D+B550M+32GBDD4 @ 39k or with 12400+B760M+DDR4 @ 30k where by I need to again upgrade after 3 years or so. So the best option is AM5 even if it somewhat costly now.

Yes, if you can afford AM5, it is the way to go. 3-4 years or so down the line, if you want an upgrade, can just upgrade the CPU.

Always the way to go. Always choose larger improvements instead of smaller ones. I myself skip 2 generations before upgrading. For GPUs, like you said if you're getting 4070, the next best upgrade could be a used 4080 or 4090. Rather than a 5080. And eventually you'll get a 7090 or something

@SamuraiGaming check his motherboard
and get 5700x3d for 20k
and get 8gb*4 ram or 16gb*2 ram from forums if they are available
GPU you can get any used one of your choice
5700x3d will last as long as 7600
even better in Competitive titles
