Avoid using 3, Your fan is rated for 0.4A and Adapter is for 0.3A. Even if the fan was 0.3A its still not a good idea to run any power supply at 100% load for extended periods of time. For one or two fans no.2 and no.5 will be fine, For more than 2 fans you should use no.5 only.

Bios is latest and thats what I am trying to figure out whether the RAM is faulty or the board/cpu is unable to handle high frequency.

Already tried manually setting it to everything above 3200 (3266,3333,3400,3600) it just refuses to boot. Only booting at 3200mhz. I am inclining towards the fact that IMC is just too bad on this 5600X. Edit: Pics attached.
