Why do you want to upgrade motherboard and RAM? IMO you won't see much (?any) CPU bottleneck in 3600 + 6700XT. You can get a used 5000 series CPU (5600X goes for around 10-11k) and sell 3600 (? 4-5k, not sure). That would be a better upgrade.

Just an update, this was some problem with ISP, I ended up changing ISP a month after this post (November 2023). FaceTime is working great now.
