Navigation is pretty good and above all it is completely free. Though it says beta, it is very stable and good to use and I used it on 3 or 4 higway trips. It might miss the occasional turns due to maps not completely updated but that is quite rare. Overall it is very dependable.

AFAIK majority of the size of an app will be taken up by the resources (i.e the images you see within the app, icons and so on). Since android supports different screen resolutions, I think the same image have to be re-sized multiple times and put in different folders for different resolutions...

Here maps with offline is already available for Android. You can get it from nokia here download site (the app is not in the play store yet). It is in beta but works pretty well. I have it running on Android lollipop. So no reason why you cant install it on a tablet running android
