Both game and drivers are automatically kept up to date. Odd as it may seem, setting the frame rate limiter to unlimited and then turning Vsync on seems to have fixed the issue for me... for now. I had set the limit to 60 earlier. Running around in Novigrad with mostly stable 60 fps.

Are you sure? It starts off at full fps, even in Novigrad. It drops after about 10-15 minutes of playing.
