Thats not quite true actually, the 1020 uses a slightly smaller sensor than the 808. I think with improvements in sensor tech the 1020 might overcome or match the 808 but nevertheless its not the same sensor.

There is no service whatsoever. If it fails you are on your own. Certain issues might be able to get fixed by a local phone mechanic but most major ones will not. The Burst has great specs but there is no support here.

Try rooting it and using Titanium Backup (free app) you can remove all the bloatware apps. Should speed up your phone a bit and more importantly free up some internal memory. You can even try dabbling with custom ROMs but do note that Custom ROMs can screw up your phone if you don't follow...

The Samsung S3 has a pretty good camera. If your friend is fine with WP8 then the Lumia 820 has a fantastic camera and will save her a few bucks too. However the Samsung has the better screen and Android has far more no of apps.

If you are open to rooting (not talking custom ROMs) you can remove the bloatware from the device to get better performance. Most phones are loaded with bloatware that you cannot remove by default.

Frugal hardware ? Give me a break, Android will run just fine on dual core Krait processor and an Adreno 305 chipset. (Which the cheapest Lumia 520 has).
