Mate what am saying is that maybe the seller from whom you bought it has inserted a SIM/used wifi and it got downloaded as it wasn't a sealed piece and the buyer is saying that there was some usage on Ebay app.

Ota gets downloaded on gsm also, it doesnt need wifi, so maybe the seller inserted a sim and it got downloaded.

^ OTA gets downloaded automatically, and i think it only needs a restart to install it automatically. That's why background data on "framework" should be restricted to stop auto download.
