Correct on all account but r5 3600 is noticeably faster than 4560g but in your case igpu makes sense Honestly it's a shame that 4560g has only vega 7 , I'd it had vega 11 it wud have been so much better cuz it's clocked higher and has faster ram support , it could have easily approached gtx1050...

Laptops are good choice , just try to get one with a ssd if possible as laptop hdd are 5400rpm(normally) which are painfully slower even compared to desktop hdd(7200 rpm)

Open OLX.in , put your area and search for 'optiplex' you can find 3rd or 4th gen i5 with monitor and stuff for under 15k Will work for your requirements , almost as good as r3 3200g . You can buy used 15, 18 and 20 inch monitors at nehru place , goto places that sell used pc products . The places which sell used Dell optiplex/hp thinkcentre which were used in mnc/companies also sell these used monitors . They are like 2k for 18 inch monitors , maybe even less
