I think by second fan he means using CM Hyper 212+ with Push/Pull configuration. Push/Pull Configuration means attaching fans on both sides of heatsink with opposite direction, one fan pushing inside from one side and another fan pulling air outside. Senior members will be able to explain it...

I am also preparing for 70-640 . i am done with 2 Chapters, nothing much difficult IMO. I am using MCTS Self-Paced Training Kit 70-640 (physical book). I would recommend the same. :) if face difficulties you can take help from Google/Youtube.

Go for Samsung, my friend has Micromax Q2 and battery is not great + os is China. Samsung has better OS as well.

I also feel action/shooting games difficult to be played on small screens. Small games like Angry Bird, Plan Vs Zombie, Fruit Ninja are good to be played on Small screens and most of these games don't need high end hardware to run smoothly.
