There are two reasons for this behavior, the adapter being faulty or the windows messing with the drivers again. Has happened to me a lot where windows after a new update pretty much messes up- all existing Bluetooth drivers, also my best bet is windows causing a pain again.

I really need to update that motherboard right now as it’s basically not a good fit in my case (as you can guess the case is an ITX case) and an upgrade in CPU can also come through with that motherboard update. Same thing for the PSU.

For your use case, i5 is fine, again just give a check if you can get the 11th gen 11500 or 11400 good value there. Otherwise 10400 is not bad

Not at all, the 10400 and 11500 have an inbuilt GPU aka iGPU. It should be good enough to power your monitor and at max an another display.
