My strong vote for Canon SX220HS (12MP, 14x Zoom). takes quality pics and fast enough with good support for low light photography (HS series). tried my hands on a friends cam. good enough and reasonably compact than the ones listed by you above.
price is approx 14.5k. shouldn't be difficult...
is there a size problem with the entire lot?
i had ordered for size 9 and did receive size 9 slippers (labeled as 9), but in reality they are size 10, as my foot size is 10.
i am waiting for my size 10 slippers, wondering how big they'll be :)

I am not criticizing, just seeing the other side of the double ton. i said 'personal milestone is good, but not at the cost of others'. Yeah Sehwag is the one who doesn't really care about tons and would dare to hit a six no matter he is on 0, 99 or 199 :)
it was a treat to watch him play.
but mind you guys the double ton came at the cost of 2 wickets.. both the run-outs were caused due to Sehwag. Personal milestone is good, but not at the cost of others. They lost their opportunity to score a hundred.

you are thinking too far and only from your project perspective. i know how final yr projects are done, be it BSc or Engg need not comment here.
for the first 2 yrs focus on concepts and programming paradigms. At the end of 2nd yr you'll be able to take a call.
And language is just an enabler...
I can comment on the Rs. 1500 price range.
HD202: decent performer, its more on the bass and slightly dark but do a fine job and justice to its price.
