LG Optimus ONE would be good, Its got decent 3.2 inch screen with 512 MB ram clocked @ 600Mhz stock, which can be overclocked to 729Mhz stable with custom kernels moreover its got official GB. Worth the price tag of Rs.7,740. or LG Optimus NET.

Root... Install Custom Recovery... Flash Custom ROM... Overclock... Enjoy Awesomeness(Battery life + speed)... Flash back the custom rom in case if you want to claim the warranty.

I would recommend Samsung Galaxy SL which is available for 14.8K @ Sulekha. Exceeds your budget by 800 and has got 4 inch screen so good web browsing experience.

If you are looking for big screen with slim design and better battery go for SL or if you're looking for higher screen resolution then Neo V is the one for you. Personally I would go for SL since I don't like Neo V's looks.
