To answer your question specifically, all your games would work when you move country. Even though you move to say Germany with restrictions, since your original copy was bought in US it should have no issues

The game being region free is actually good news unlike other blizzard titles like Starcraft 2 which are locked to regions! I only wish they had an offline mode and even make the offline character not playable online (to prevent hacks as they say) as a tradeoff!

You can change the server but your account items and character can't be transferred across servers. Another probem is you can do a RMAH on your battle.net account with region setup. So in this case, you can do RMAH only in Americas i guess.

I think the game is cheaper on intencity. If you can pre order the US copy (diablo 3 is global) ,it is $60 which comes to approx Rs 3150.
