You're way overestimating the rates. I don't think it's worth more than that as you can get a new 10100F+board for 11k
Someone is selling 16GB DDR4 RAM for 4k, so putting all these together you'll have a decent base going for around 10k.
You need a new CPU and GPU. And if possible, another 8GB of RAM (though not mandatory, but certainly helps).
2 cores, 4 threads in your i3 can't hold it anymore. You need at least 4 proper cores.
You'll need a decent GPU, so at least a RX570, RX580, GTX 970, or if possible extending to 6GB GTX...

Honestly, for an ultra cheap budget PC, usually I pick up one of those used i5 4th gen office PC or something for 6-7k and add a <75W GPU to it.
750Ti, RX 560, 950, etc should be all under 5k at this point.
For 10k budget, just grab an office PC and add a 750 Ti to it. Would easily outperform...
Thinkpads in general have been the best for Linux if you don't particularly care about display quality. They literally spec the Indian versions with worst displays possible.
They sell plenty units to businesses just on brand name so I guess they don't care about the consumer oriented features...
I considered Thinkpads too but they're usually too heavy and have crappy displays. Definitely nowhere near the quality of LG Gram with a 1440p color accurate, high brightness 16:10 display.
