I've recently bought one of these Xeons and to my surprise it actually runs cooler than my previous i3. Some of that was down to the new thermal paste but also, Xeons are the highest grade bin Intel can make, so they are more energy efficient compared to regular desktop CPUs.

That power supply is not particularly good. Try to get an MWE 550 Bronze v2 (though the 450w one is plenty for your build) or a Corsair CX450 depending on availability.

You really should try and get two sticks of ram because dual channel does make a noticeable difference. Also for the power supply, try and get a CX450; best PSU in its price range, 5yr warranty & top of the line internals(either that or the MWE 450 Bronze V2).
