Raspbery pi 4 8gb +3.5" display+LCD Compatible case+aluminium heatsink, all of them for 9k. I paid a lot more then that and nothing is used except pi which I bought from another TE Member for 7k.

get an Huawei Wingle 4g modem. Best for your use case scenario. A bit expensive but meant to do exactly what you asked for.

Thingbit had listed 4-8gb for 7kish. Keep an eye there. Stock comes and go. A local guy is selling the desktop kit for 10k. When I enquired I found he had bought from thingbit recently.
