If you are not in a hurry, iam sure you can find used 3070's under 30k with decent enough warranty here,avoid 3070ti as its consumes 100w extra power to give 5 extra FPS as compared to 3070,personally i would grab a used card which either has been recently rma'd or recently bought.

500w is fine. 5 years you say,PSU is often referred to as the heart of the system,rightfully so,try to get a recent ,preferably a gold rated 500-550 watt psu with at least 5 years warranty just for peace of mind if you can,if you want to future proof further,best to get a 750w gold rated psu.

Lian Li 215 is great at cooling in fact so much so that 9/10 reviewers across the globe have recommended this,only shortcoming would be the lack of any dust filter in the front,so expect it to gather a good bit of dust over time.

I guess it simply means it’s not registered for extended warranty as evident from the description(already past 3 years,it clearly says no warranty)

If iam not mistaken mid tier Samsung phones get at least one major update,not sure about the lower end phones,high end phones without a question will get a minimum 3 years warranty in some cases maybe more,security updates on anything beyond flagships are rather random and may even be delivered...

The jump in performance from 3090ti to 4090 especially for dedicated work areas that utilize the full potential or at least majority of it is simply astonishing,so things like power draw take a back seat IMHO.
