if ur doing a dvd-video format thats like vcd/svcd.. standard player compatible... then u have a few choices... like standard play(sp)/extended play(ep)/long play(lp).... and a few others.. all are just diff encoding profiles.. the longer u extend the video. the lower the quality... there are...

can u try with cool n quiet off and see if it goes up to 1.8 if it goes then ur ok.. its just throtttling... thats normal.... u can then leave cnq on..

just see the options in bios there should be an option to set the ram to automatic config... once thats set ur speed should be back to 1.8
