check the device manager for any exclamation marks.. You can try a system restore. If it doesnt work, just try installing windows 7 in another partition and install drivers. Try working for sometime in that copy of windows and check.

I enable VS in all games i play in order to avoid tearing of the screen. IMO VS can affect FPS (most probably negative). But sometimes it came be beneficial for issues which the OP is facing.

I agree there is no quality loss but there is heavy file size gain. Unless the cx520 can access files from a portable hdd, this method will not be very beneficial to the OP.
