I use Airtel and ACT. I use Airtel for office related work and ACT for downloads. I'm experiencing downtime of 10-30 mins everyday. Mostly during peak hours. Pretty stable during the nights.

If you are really concerned, then you have to increase your budget and get those Netgear modems with firewall. I'll try and give you more details after speaking to my friend who works in a company that manufactures firewall. Should take a day or two though.
