Your PSU (a.k.a SMPS) might be the problem. Gaming requires a good quality PSU and if it can't render to your card's needs accordingly, this could happen even with a low temperature, speaking of which... I don't mean to pry, but are you absolutely sure? I mean, even the LED on the card is lit...
