noways, thats what i mentioned a rx580 - 8gb is the right spot if you are really into 4k editing or even a 1080p, and that too with proxies to work on timeline anything less will be a pain to deal so better save and get the right one for your requirements

for your budget Rx580 is atleast needed for video edit, and running adobe app though there will be delay in timeline preview 4k so best you can do is create proxy , power supply atleast 700/750 is preffered , look for a dual channel RAM and a room to upgrade to 32gb in future atleast for 4k...
