Most likely a virus/trojan/etc…
IMO, just see what app is using this much CPU resources and let us know.
scan using hijack this, and post the log here

Why don’t you check which process is taking up 100% CPU, and is possible kill it and see.
Use Task Manager>Processes to see which process is using 100% CPU and kill it. But if loads up again, then it might have got to your services which will make it tricky to remove.

Yeah and dont forget to click on “show processes from all users” .
Happened with me once . Just killing it won’t solve as it has found a way into your registry . You would have to manually remove it . Just post the name of that process which is using 100% cpu , then we will help you further .
BTW , which antivirus are you using ?
Is your firewall off ?
If the proccess’s name is “system idle process” , then you don’t have anything to worry about as it is just taking time to start all the proccesses .
Also how much time does it stay on 100% ?
If you are using Radeon series graphic cards the latest update makes it that way.. i had the similar problem i rolled back to previous version and all is fine now

Seems clean to me. You might want to reduce the number of chrome tabs you have kept opened. Also, McAfee might be using those resources, so see if you can change the AV.
are you using two antivirus applications? mcafee and avg at same time? maybe that might be the cause of the problem. uninstall mc afee if you’re using avg.
on the other hand, download avast and use that instead of avg or mc afee.
i also see lots of missing files in the startup processes (the avg browser addons). did you just delete some programs instead of uninstalling them from “add /remove programs”?

It could be that at startup all the programs start because of which is why cpu usage is high . Wait for 5 min. and tell us what’s your cpu usage .
Also you need(should) not run 2 AV programs . As it causes conflicts and can further increase cpu usage .
Also
goto start>run and type %temp% and delete all the files .
Download
ccleaner and clean all other unwanted reg files(don’t forget to create a system restore point if incase anything goes wrong) . Report back results
Dude this problem is direct a trial and error method.I have suffered from this problem twice.First time it got solved by installing malwarebytes i think.Next time almost anything i tried couldnt remove it.Your last option is reinstall.
but you may try these first.
1.try malwarebytes
2.try any other good any spyware
3.Defrag
I can say it is surely virus. some time some of window file acting as virus. I have an experience. I use window xp sp3. in the task manager you can see there is file spoolsv.exe
This is a very important file to run window xp. But if it run separately then it act as virus. And this virus only increase the usage of the CPU. My window security stooped the program from running and prompt me what to do. There is two option run and cancel. But i never able to cancel but when ever i run the program my CPU usage also reach to 100% and then it say desktop is not accessible and then take a auto-restart, and the same window again appear. then i use AVG internet security.
I get red of from the issue by total format of my computer. and now i use Kaspersky internet security 2012. And it fine till today.
Why are there multiple copies of Chrome.exe process running in background..???
If you have administrator access try creating a new user account and logon to that.Monitor the CPU usage for new account.
You can also try configuring selective startup options.
-Goto Run , type in ‘msconfig’. A new form would open up. Configure the startup options as such that it only loads system drivers and system services.
Restart the system , and monitor the CPU usage.
The third action you can perform is fixing the registry and cleaning the temp files ,etc using CCleaner.
