In your budget you can either go for the Sony EX400 guaranteed to get a SPVA panel.or the samsung C530 subjected to panel lottery.
If you go with the grey market route you can get the sony 32EX400 for around 30k or the EX500 for about 36k.
If you want to use your LCD TV as computer monitor too via HDMI out, especially in your price range,
Samsung C530/C550 for sure as per the gurus here iirc.

Well it can be used as a monitor, just not for reading text,since it doesn’t support a text mode in HDMI.So the text won’t look as good as it supposed to,but its fine for gaming and playing videos.
So whether its a good idea to use it has a monitor replacement ,NO.
Nope! The BE3 does not recognise the incoming HDMI signal from a PC as a PC input and thus the PQ suffers. Shripad and UDit can vouch for this fact.
