i already have caninet ssd i just need Proccesor, Motherboard, Ram & PSU within the above mentioned budget.

as new gpu need direct 12 pin pci-e so need to change the psu also.

You didn’t mention cabinet & SSD in hardware will you be keeping question’s answer. Do mention what you have, model names.

If you are not going to spend 1L+ on a GPU like RTX 5080, no point in getting a CPU more powerful than R5 7600, like R7 7800X3D. Also, stocks of 7800X3D are drying up it seems as prices are increasing (it was as low as 33k a month or so back). 9800X3D will likely launch soon for 40-45k IMO. With AM5, you can upgrade CPU later on if or when you upgrade GPU after 4 years. You can just swap to the successor of 9800X3D at that time. Ryzen 9000 is not a noticeable improvement over Ryzen 7000 CPUs.

MSI A750GL or A850GL will be good based on your GPU budget in future. For 1L GPU budget, get A850GL.

2TB WD SSD is vague - WD green is shit & will be a bottleneck for modern games & even downloads (like steam downloads might not utilize the full 300Mbps/38MBps).

B650 Tomahawk is unnecessarily expensive. B650 Gaming X AX has everything that you need + will handle any Ryzen CPU VRM wise.

Corsair PSUs are expensive. MSI A850GF is a Tier A PSU.
