Are database skills important for IT professionals in other fields (security, development, programming, etc…)?

I am sorry to say this, but the question you posted is not simple and it is missing the context for example,
What kind of programmer? A middle-ware programmer with a DB back-end will definitely need to know it, but for a UI designer no.
Security people like what kind? Pen testers yes they do need to know to test against SQL injection and other stuff
As I said at the beginning this is not a simple question and without context, the answers you get is totally useless.
If you don’t mind me saying, questions without context is not well received in the research circles, I know of an instance were the derived conclusion was rejected as cherry picking the data to suit the authors conclusion because of vague questioner, so I would suggest you to be careful in this regard.
