Does PayPal support linking Indian debit cards?

I just tried to link my HDFC Debit Card to my PayPal account, and I’m getting the following error:

The bank that issued your card didn’t approve this transaction. Please contact the card issuer’s customer service department if you have any questions. Or you can add a different card now to continue.

I wonder if PayPal supports Indian debit cards?

Most bank debit card don’t work…
Odd bank debit card like Indian overseas bank debit card work for my friend..
