Format 2TB external hdd to FAT32

I have a 2TB external hdd that I need to format to FAT32 for storing Wii games. For some reason, the USB Loader (app that allows me to play games from hdd) doesn’t detect the hdd.
I want to see if FAT32 works. But windows doesn’t give me option at all. I know command prompt is option and I am yet to try but have read comments on reddit that even that will fail with error that size is big.

Which good and free third party tool can I use to format the drive?
I can also connect drive to my Samsung tablet (using the usb C dongle) and try if that works. Haven’t tried that.

You can try exFAT.
FAT32 supports maximum of 32GB as partition size and 4GB as maximum file size.

Or create a 32GB or smaller partition.

Try this software. This has helped me so many times in the past where the popular ones have failed. The user interface is a little janky but it works really well.

Thanks all. Somehow I was able to make the NTFS drive work for wii games. So converting to FAT32 is not required.
